The figure crowning the man is Victoria (Nike), the goddess of victory -  Atena Victoria ( Athena Nike).



The inscription In nomine X PI Vincas Semper was intentionally mistranslated to make it seem something else.
X = Deata, TEN, Atena(10).

In Atena's name may you always win - c. 406 CE - still the Age of Aries most likely. (Pisces started c 21 degrees of precession ago). 

This is matched by Atena Victoria = X crowning him + Medusa on his chest for protection (to paralyse enemies = tigers do this). Medusa was on  Atena's shield. 


His attire = earrings, a tiara, a skirt (by no means a tunic).

 Nearly missed the Fleur de lis (upside down) on the upper pleats/waves of the skirt - two rows, top one of ten '''waves'', the bottom one with 9 ''waves''.

The snake (ribbon) above his head has 7 waves. 

IN HONORIO SEMP AVG  - This is an abbreviation for In Honorio Semper Augusto, which translates to "To Honorius, ever Emperor" (or "always Majestic").

Honorius was born on September 9, 384 CE in Constantinople  (Sept 11 - Coptic New Year, Sun @ Virgo 18). 

Flavius Honorius, Emperor of the Western Roman Empire, died of edema on August 15, 423 CE, at the age of 38 (thus the inverted Fleur de lis = Freyr > Fla+vivs). His honour died on the day of ''Dormition'' - Sun @ 23 Leo.
